Take user's timestamp on Client Management platform in Partner account#185

Hi there,

It would make more sense to take the Client’s timezone rather than showing the Snapshots and Backups timestamp in UTC timezone in the management platform for instances that are deployed in the parner account. The timestamp plays a crucial role when it comes to snapshots.
