It is possible create rules per country on the firewall ?

This can be achieved from software firewall like iptables, if you are using cPanel, the most popular firewall named CSF allows to do this.

Unfortunately, we will not be implementing this feature onto our firewall.

This is a good proposal, and a large number of users have restricted access. You can assign these IPs to users in unrestricted areas.
